The key thing I would look for would be believe ablity much same way Christopher Reeve gave to his role as Superman.
For me, there is really only one answer, Katherine Mcnamara. Considering the age range of the characters, the look of Barbara Gordon from the comics, and what the role would entail, she is the easy choice. Unfortunately she might not be available because she is on the Shadow Hunters show.
Also, if I was casting the character I would want her younger than Kara by just a bit so she could learn from Kara but still share interests in their age range.
